Criteria for choosing a software and hardware complex

Conditions for holding the competition “Technical re-equipment of the explosive production system”.

1. General provisions
To determine the performers of the work, a competition is held among the participants who submitted their technical and commercial proposals (TCP). The direct conduct of the competition is preceded by activities for its organization, carried out by the enterprise's own resources not related to the participants of the competition either directly or indirectly. These conditions are developed in accordance with the concept of development of automated systems in our company. The conditions are approved before the competition, are the fundamental document and should not be changed during the competition. The choice of a supplier of a software and hardware complex (STC) for automation (APCS) of an object is a task that requires an integrated approach that takes into account a number of different evaluation criteria. The software and hardware complex means a finished product with full technical equipment (including spare parts and accessories), pre-installed software in accordance with the design documentation and that has passed a preliminary test at a test site (or an object as agreed with the customer).

There are three main groups of criteria:
– organizational;
– technical.
– economic;

Below is a set of these criteria.
The criteria listed below are not equivalent in their importance for making a final decision when summing up the results of the competition. However, all of them must be taken into account in order to reduce the risk of a one-sided, only cost, evaluation of the technical and commercial proposal of the tender participant.

1.1 Organizational criteria for evaluating an automation system supplier (criteria group No. 1)
1) Availability of work experience of the participant-applicant in the industry application:
– total number of implemented systems number and scale of implemented systems (for the last 3 years) number of industry facilities where similar automation systems have been implemented.
– for the reconstruction of control systems at existing technological facilities without stopping the process.
Note: On an enlarged scale, it is advisable to evaluate the scale of implemented systems by two parameters: the number of input signals and the number of output signals (control signals).

2) Information about the applicant's personnel, including:
– total number of employees
– the number and qualification composition of the personnel of the company (group) directly involved in the automation of facilities
– number of employees involved in technical support of projects
Availability and qualifications of employees in regional technical support centers

3) Types and completeness of works and services that a participant in the competition can provide
Main types of work:
– Inspection of the object, development of technical specifications.
– Project work.
– Complete supply of APCS equipment
– Engineering work.
– Staff training, incl. technological.
– Mounting.
– Adjustment.
– Metrological certification of the system..
– – Commissioning within the terms specified by the customer.
– Warranty and service maintenance
Preference should be given to the participant who performs the maximum number of the above works. At the same time, we should consider several examples previously completed by the participants of complex delivery projects, incl. "Full construction".

4) Certification
– Availability of certificates of Rostekhnadzor of the Russian Federation for all supplied equipment, incl. a must for PTC.
– Availability of permits from Rostekhnadzor of the Russian Federation for the use of equipment at high-risk facilities.
– Availability of certificates for compliance with international requirements for safety classes (DIN 19250)
– Compliance with the required level of safety (SIL classification)
– Availability of appropriate certification of equipment for the ESD system
– Availability of a certificate for the right to train personnel.

5) Safety system
– the presence of a system of protection against unauthorized access
– the presence of a system of protection and safety of databases
– protection against malware
– availability of an authorization system for actions performed

6) Quality system
Preference should be given to bidders whose system quality has been certified to meet the requirements of the ISO 9000 series of international standards (in the field of automation).

7) Possibility of technical support and service in the future
Number of branches and representative offices (in Russia), incl. providing technical support.
– Availability of partner engineering firms that can provide technical support for implemented automation systems in the region.
– Availability of a guarantee from the manufacturer of the PTK equipment on the possibility of replenishing spare parts for at least 10 years after commissioning.
– The presence in the organizational structure of the participant of a separate technical support service.
– Prospects for the development (modernization) of the proposed equipment

8) Requirements for the number and qualifications of service personnel
This criterion is evaluated in the reverse order. The participant with the highest number of highly qualified personnel receives the lowest score.

1.2 Technical criteria for evaluating an automation system supplier (criteria group No. 2)
1) Completeness and complexity of the technical proposal.
The more different options in the proposal (even those not directly requested in the tender documentation), the better, because. this indicates the qualifications of the participant, his previous work experience on similar projects and / or his openness.

2) Compliance of the technical characteristics of the hardware and software complex with the requirements of industry documents in the field of automation. Compliance with the requirements of general industrial safety rules in the petrochemical and gas industry.

3) Complexity of solutions.
The hardware and software complex proposed for delivery should provide the solution of the maximum possible number of tasks (functions):

– control, regulation, protection and blocking, technical (and, preferably, commercial) accounting

– energy resources, telemechanization, etc.

4) Scalability.
The PTK proposed for delivery should allow its use both for automating small and large objects. In addition, it should allow for a gradual increase (expansion, both in terms of the number of signals and functions) of the automation system.

5) openness.
The PTK proposed for delivery should be based on the support of widely accepted standards in the field of hardware and software. The participant must indicate which ones. A mandatory requirement is the possibility for the Customer to subsequently exchange data with adjacent and higher systems without involving the supplier company.

6) Localization.
All user and system messages on monitors and printing devices must be in Russian, and the accepted abbreviations are generally understood. This requirement applies to both runtime and development environments. All technical documentation must be in Russian.

7) Basic requirements for controllers.
– High performance.
– High reliability (time to failure).
– “ Survivability” of the system (maintenance in case of failure of one or a group of devices)
– Small signal conversion error
– Possibility of 100% redundancy, with automatic transfer to the reserve:
­ processor modules, ¬ USO modules, ¬ network equipment, ¬ controller power supplies.
– Possibility of “hot” repair, i.e. replacement of controller modules “on the fly” - without turning off the power of the entire controller and without stopping the operation of other modules.
– High level of individual galvanic isolation of input/output controller circuits between input and output and between adjacent inputs. The use of modules with group galvanic isolation must be separately agreed with the Customer and the design organization. Insulation level - not less than 1000V. High level of galvanic isolation of digital networks.
– Наличие развитой самодиагностики.
– Energy independence of the system. Preservation of information when the power is completely removed, self-healing of the system during power outages, maintaining the system's operability in the absence of power supply for one hour.
– Deep integration of controller programming environment with SCADA system.
Ability to make changes (debug process, add or remove channels, configure logs, reports, trends, etc.) without stopping the process and rebooting the system
– The presence of the function of registering emergency situations directly in the controller (including trends).

8) Information compatibility of the system.
– Support for the TCP / IP standard for organizing network and internetworking.
– Availability of tools for converting real-time data into MS Office formats.
– Availability of solutions for integration with higher automation systems through OPC technologies.

1.3 Economic criteria for evaluating an automation system supplier (criteria group No. 3)
1) The total cost of the automation system and the cost of individual components (specified in the technical and commercial proposal).
2) The amount of the advance payment is 70% upon delivery and 30% after the cold start.
3) Possibility to provide bank guarantees (recognized banks) for the amount of advance payments.
4) Engineering

1.4 Competition procedure
For the analysis of technical and commercial proposals during the competition, the results are summarized in a table (Figure 1).


Choice of PTK

The column “Score range” indicates the minimum and maximum possible scores (in points) for each indicator criterion). For the correct evaluation of the proposal, the present document includes appropriate explanations for each criterion. The values are approved by the Customer before the competition and should not be changed during the competition and, moreover, when summing up its results.

1) After scoring for all criteria and for all participants, it is necessary to calculate the sum of points for each participant. This amount will be an integral assessment of the quality of the technical proposal (in numerical form) according to the criteria group 1 and 2.
2) For a visual analysis of the results of the competition, it is advisable to build a graph in the coordinates
“Integral criterion quality - cost”.
An example is shown in the figure.
3) When summing up the results of the competition, the results of the final table and the above graph are analyzed. The example shows that the proposal of Participant 1 should be rejected due to the low value of the integral assessment of the quality of the TCH. The value of the quality assessment of Participant 4 is somewhat higher than that of Participant 2, however, this leads to a significant increase in the cost of the proposal, which will significantly increase the payback period of the project. Thus, it is advisable to recognize Participant 2 as the winner of the competition.
